Yemen and pre-dialogue options

Yemen is pregnant, giving birth everyday and exposed to continuous abortion cases. It embodies these dualism, which combine all the events at a time, within steps of desire for progress, though they are slow and stumbling amid accelerating developments.

Examples of such developments result from the attitudes of the Military Committee which is assigned with a number of tasks, on top of them the demilitarization of the capital from the military appearances that infested the streets, side roads, squares, the roofs of buildings, inside vital institutions including educational and health facilities and markets which are changed due to the spread of barricades and roadblocks into isolated areas.

Its task stumbled within this first stage of the implementation of the GCC initiative, where it is still coaxing the parties that are involved in this matter. Perhaps this slackening is not only among the reasons to such "prolongation" but are also responsible to what the presidential decrees had been exposed to.

One might say this prolongation constitutes wisdom. It may be true in cases of future orientations, regarding the heavy heritage, but in military affairs the precise issues are linked to seriousness in bearing responsibility.

In fact this path, even after overcoming the family leadership problem, will not be unhindered in regards to national construction, not only because of the family heritage but also because of the Americans who encouraged and created it, and who are still interfering with their position and future, and they will not avoid doing anything for keeping Yemen in the grey zone.

Evidences of this could be obtained from several Yemeni and American newspapers that had published within the previous days, issues showing the contradictions between the Yemeni President's steps towards the implementation of the GCC initiative and the American movements to involve Yemen in several battles' fronts.

From among what could be inferred from these headlines are; " Obama agrees on expanding random strikes in Yemen, and Hadi constraints them for fear for civilians, and the Yemeni President asks USA to respect his country's sovereignty.

 On the other hand, in return to these developments, there are also positive steps and indications in these days, that can be realized in two of them,
The first one is the achievement of the first stage of the scheduled transitional process in Yemen 2012- 2014, by the UN envoy Jamal Bin Omer, which include four stages, of preparation for the national dialogue, holding the dialogue conference, drafting the constitution and finally holding the presidential and parliamentary elections.

These stages are interposed by consultation, referendum on the constitution, elections law in addition to the procedures and steps required for the process in all its stages, sides and fields.
The second is the declaration of the Yemeni Socialist party to a political and administrative course for dealing with the southern issue before the "national dialogue,". The General Secretariat of the Socialist Party has launched last Sunday this option for putting an end to the destructive war and for the re-consideration of the bright historical record of the South and its people. This choice is not hanging in the skies of promises but faces facts, and that is the essence of the case.

However the dealing with these facts will determine the fate of the dialogue over the future of Yemen. The Yemeni Socialist party, believes that it is necessary to create constructive atmospheres for helping the comprehensive national dialogue in finding effective solutions to the issues tabled for the dialogue, which require taking many political and administrative steps by President Hadi and the National Reconciliation Government, headed by Basandwah. They should affirm the seriousness of the state towards the dialogue and the results that it comes to, ensuring that the new system doesn't accept any prevarications that used to be practiced by the previous regime, where the February 11 revolution had come for eradicating it, and to get rid of its destructive methods. 

The party stresses the need for apologizing to southern people for the inconveniences they had suffered due to the damages of 1994 war and the oppression and suffering due to the destructive policy followed by the previous regime after the war. It also demands reinstating the expelled civil and military employees who had been coercively pensioned as well as the displaced ones due to the 1994 war. They should be immediately returned to their work, pay their legal dues and to pay the dues of those who lost their source of living because of looting and privatization of the public companies and institutions that they used to work in them.
It also called for the formation of a national authority for reconciliation and equity, in which there are representatives of the concerned suspended, and victims, to settle the complaints and grievances of the expelled, and that its decisions and procedures will be binding to the relevant government agencies.

The party demands the prosecution of the corrupts who are involved in frivoling with the state's lands and real estates, resources, public money, cooperation property, starting with the senior officials responsible for plundering the south, and to recover all that had been plundered since 1994. It demanded treating the victims of the 1994 war as martyrs, and treat the wounded and their families and the families of the martyrs with equity in care and rights. It also proposed contacts with the members of the peaceful Southern Movement as well as the leaderships abroad, and invite them for participation in the national dialogue.
