One can understand the feelings of the Arab leaders who are face to face with public revolutions and uprisings.

It’s difficult for them to recognize these revolutions considering that they were used to believe that they never did any wrongdoing and whatever they do is the right itself.
Muammar Gaddafi had always spoken whenever he had the chance to say that what he faced was just a plot from some rats whom would be crushed by millions of Libyans who are fond of him. Bashar AlAssad Also comes up to say the same thing that Syria is facing a plot that will disturb the balances in the region. Like those before him, the outgoing President Ali Abdullah Saleh appears to talk about a plot Yemen faced along the last 11 months…

In truth, no one knows why international plots would be hatched against such regimes that major countries made every efforts to support and develop them to join the International Community. This happened in Libya, Syria and Yemen while there was a complete satisfaction with the Egyptian and Tunisian Presidents, Mubarak and Bin Ali, who did not have enough time to talk about plots, let alone that they- the Yemeni, Syrian and Libyan Presidents, thought that these plots against them were being hatched by few people in dark rooms and not by the millions of people in the streets of main cities in these countries.    

The former Egyptian and Tunisian Presidents were overthrown by the deathblow when the army of these two countries sided to people, while the imbecile Libyan President fell by an armed public revolution in which the Libyans sacrificed their purest bloods and noblest martyrs and Gaddafi had that end which was the least he deserved considering him as the worst leader along the whole history.

As the marks of the end of the Syrian President’s rule has not shown yet; President Saleh is preparing to leave power in two months after from now after a long political battle which we could say that he was the loser by points.

Though these two months could be long for the Yemenis, due to their worry of Saleh’s interventions in the power affairs entrusted to his Deputy and the NRG, but this period is supposed to proceed safely under the power of the regional and international guarantees which confirmed that the outgoing president will not resort to flare up the situation by army force as a last attempt to get rid of his enemies.

From the time he signed the GCC Initiative in a great ceremony attended by Saudi king \Abdullah Bin Abdul-Aziz, President Saleh in hanging on showing up and doing anything proves that he is still powerful president. In this regard, he issued a presidential decree to appoint a secretary general of presidency though this position remained vacant for more than a year, and he is keen to issue decrees every now and then to emphasize that he is still a president and the absolute master.

Anyway, from a psychological perspective we could say that it’s very hard for one who has always been the absolute master for three decades to find himself suddenly a powerless president.

The Yemenis hope that President Saleh will leave power with a bit of a good remembrance which he could maintain in case he stops intervening in the rule affairs and stops the political and media speeches opening up many wounds or bringing several concepts that need to be discussed. For instance: he recently said that he had presented an offer to the opposition to take part in the government before the Arab Spring revolutions and that the opposition wasted time and came back today to accept this partnership while everybody knows that the partnership offered by President Saleh one year ago was to be made upon Saleh’s terms and without any sovereign ministries to the opposition as well as maintaining the majority in the cabinet and the parliament by President Saleh  and his ability to eliminate them any time. If we see this from the other corner, the opposition today came for an equal partnership under its terms and with a regional and international support eliminating the concept of majority and obtaining, for the first time, sovereign ministries through a mechanism which is in fact a constitutional declaration governing the current constitution; what a great difference between that partnership and this one which is already made.

Similarly, President Saleh and the leaders of his party promote a false concept that his resignation, stipulated in the GCC Initiative, was a non-democratic act justifying that democracy requires an early election, and not resignation. In fact, this concept is full of deceptions since the constitution states a resignation in which Deputy President holds the power for two months, after that presidential elections is to be held. This is face-saving measure for any outgoing president. But some influential persons who have their own interests, and members of Saleh’s family preferred to offend him by making him a president with no powers rather than resigning, which would put an end to their interests at once, excusing of maintaining democracy.  

However; stakeholders influential in the ruling party and family members of President chose to make it through the abuse of the powers of the president without resigning their interests will expire at once, and the argument is to maintain democracy.

Staying in presidency, even with no powers, make them benefit from the umbrella of his legitimacy for the longest possible period in fear of a collapse in the ranks of the ruling party and among the security and military forces which they lead in case President Saleh was totally absent from the arena. Therefore, they always say the President will remain the head of the ruling party in an attempt to preserve their party and forces.

What reveals the fallacies of these people is that resignation is usually the procedure that take place in the presidential systems and we remember here the resignation of two former Presidents; the French President Charles de Gaulle and the American President Richard Nixon whose Deputy replaced him in power for the rest of his term without holding an early elections. The early elections, from the other side, is the procedure of the parliamentary systems, and in certain cases if the prime minister, in the parliamentary systems, resigns from the leadership of the ruling party, then the ruling party chooses another leader who automatically becomes the prime minister, as happened many times in Japan and Britain, or calls for an early elections and this is what usually happens.    

Those selfish people around the President will never stop exploiting him until the last moment he remains in power, and they will use all possible fallacies and lies to maintain their illegal interests creating every idea that help them promote the idea that he is still the President running the country. Furthermore, it reached the point of convincing him to meet the president who were out of the new government on the same day the new government was sworn in front of the Deputy President in order to take the first place in the news and to convince the rest of their supporters that Saleh still runs the country.  

There is no doubt that these actions of these people which offend to the man who spends his last days in power as a president with no powers arouse concern and make the Yemenis feel that this outgoing regime is still playing tricks and will go on giving excuses to obstruct Deputy President and the new government from making any practical achievements either on eliminating the security and military tension or restoring public services.
     
However, a concerted efforts from the public and the regional and international community could manage to put an end to the rule of President Saleh and will overcome all difficulties, and Yemen will achieve the civil state they have always dream of and sacrificed thousands of young people to reach it.
